Apple has missed this feature too! Pull to Refresh Safari is the latest jailbreak tweak that adds pull to refresh feature from Twitter app for iPhone. It was just few days ago when Pull to Refresh Mail released which added the same unique refreshing capability to the stock Mail app.
Once you download the tweak, tap to Safari and slide the page down till you see the refresh message. Now release your finger and the page will automatically be refreshed, just the same as you touch the refresh button.
